The insulation standard is measured by resistance to heat flow, not by whether insulation is merely present. Condition, coverage, installation date, climate zone, access, and the building's construction all matter.
Practical check
- Identify the property's official climate zone.
- Inspect every accessible ceiling and suspended underfloor area.
- Record R-values from labels, compliance documents, or a professional assessment.
- Check for gaps, dampness, damage, compression, and displacement.
- Document any area that is exempt and the reason access or installation is not reasonably practicable.
For pre-3 November 2022 consents, Tenancy Services lists ceiling minimums of R2.9 in zones 1 and 2 and R3.3 in zone 3, with R1.3 underfloor. Existing ceiling insulation installed before 1 July 2016 has a separate 120 mm condition and evidence pathway. New builds and consented renovations may be subject to the stronger Building Code.
Do not copy an R-value from an invoice without checking that the material remains in reasonable condition. Keep the installer statement, product label, photos, inspection date, and exemption evidence. Our R-value guide explains the two regimes in more detail.
