Can NZ landlords become WINZ approved? Work and Income supplier registration explained

There is no blanket WINZ-approved property badge for an ordinary private rental. A landlord can register as a Work and Income supplier so MSD can make an approved tenant-specific payment directly to them, but MSD still decides eligibility and the landlord still chooses a tenant lawfully.

Short answer: “WINZ approved property” is common shorthand, but it is not the right description for an ordinary private rental. The practical status is usually a registered Work and Income supplier: MSD can make an approved payment for a particular tenant directly to the landlord. It does not certify the house, guarantee future rent, or give the landlord access to a tenant's benefit information.

How does a landlord register as a Work and Income supplier?

MSD says a landlord must register as a supplier before it can pay them directly. Its supplier-registration guidance asks for bank-account verification. Owners also need the applicable ownership evidence and photo ID. Trust or authority documents may be needed. A property manager needs the management contract and identification for the manager and owner.

The MSD guidance for property owners and landlords places supplier registration alongside other housing-provider arrangements. The supplier record is for receiving an approved payment, not listing accreditation. MSD says a private accommodation supplier record may be removed after payment, so a landlord may need to register again for a later payment.

Can Work and Income help find a tenant?

Yes, through a separate and voluntary housing-broker service. A landlord with a vacant property can ask a local broker to help. MSD says the landlord can still complete their own checks and has the final say. The broker service can involve bond and rent-in-advance support, a tenant request for direct rent payment, and extra Tenancy Costs Cover in the first 24 months. Confirm the current terms with the broker before relying on any amount.

That final decision must remain lawful. Tenancy Services says landlords cannot choose a tenant based on employment status, including receiving a benefit. Apply the same relevant criteria, references and consent-based checks to every applicant.

What can be paid directly?

A tenant applies and MSD decides whether assistance is available. Accommodation Supplement is a weekly payment that may help with rent, but eligibility and amount depend on the tenant's circumstances. Keep it distinct from supplier registration.

Rent redirection is different again. MSD's redirection of benefit payment form describes a special-circumstances arrangement, not a blanket guarantee. Keep a normal rent ledger and treat money as received only after it reaches the nominated account.

What is a sensible landlord workflow?

  1. Assess applicants fairly, without treating benefit status as a negative criterion.
  2. Agree the tenancy, rent, bond and start date in writing, using the Residential Tenancies Act and current Tenancy Services guidance.
  3. Register as a supplier and give only the payee and tenancy evidence MSD asks for.
  4. Confirm a specific approval before relying on it, then reconcile the actual payment in the rent ledger.

Can I reject an applicant because they receive a benefit?
No. Use the same lawful, evidence-based process for every applicant.
